    The Ministry of Hajj and Umrah has recently implemented stringent regulations regarding Umrah pilgrims who do not possess a confirmed Hajj permit. This new directive, which is effective from Dhul Qada 16 to Dhul-Hijjah 20, aims to streamline the process for Hajj pilgrims and ensure that they can perform their rituals at the Grand Mosque in Makkah with ease and comfort.

    Strict Enforcement and Penalties

    According to the Ministry of Interior, violators, including Saudi citizens, expatriates, and visitors, will face fines amounting to SR10,000 if caught entering Makkah without a Hajj permit between Dhul Qada 25 and Dhul Hijjah 14. These penalties will be imposed on individuals found without a permit in various areas, including the Central Haram Area, the Holy Sites of Mina, Arafat, and Muzdalifah, as well as security control centers and pilgrims’ grouping centers.

    Escalating Penalties for Repeat Offenders

    In a bid to deter repeated violations, the ministry has announced that fines will be doubled, reaching up to SR100,000 for individuals who commit the offense more than once. Moreover, expatriates among the violators will face deportation and a ban on reentering the Kingdom in accordance with the law.

    Consequences for Transporting Violators

    The ministry has also outlined penalties for those found transporting individuals who do not adhere to Hajj regulations. Offenders may face imprisonment for up to six months, along with a maximum fine of SR50,000. Furthermore, vehicles used for transporting violators may be confiscated, and expatriate transporters will be deported after serving their jail term and paying the fine.

    Reporting Violations

    To ensure compliance with Hajj regulations, the ministry has urged the public to report any instances of fake Hajj campaigns or violations. Individuals can contact the authorities via the phone number 911 in the regions of Makkah, the Eastern Province, and Riyadh, or dial 999 in other regions across the Kingdom.

    It is imperative for all pilgrims and residents alike to adhere to the regulations set forth by the Ministry of Hajj and Umrah. By following these guidelines, pilgrims can perform their rituals in a safe and organized manner, contributing to a successful Hajj season.
